Los Angeles R-Permit process

From proposed encroachment to project-specific conditions.

A practical overview of the Revocable Permit application path, based on current Los Angeles Bureau of Engineering guidance.

Before applying

Define the proposal in enough detail to review.

The process begins with a specific encroachment at a specific location—not simply a request for general permission.

Useful preparation includes the site address or location, a clear description of the proposed or existing encroachment, ownership or lease context, dimensions, relationship to property and right-of-way lines, photographs, and available project drawings.

Official BOE guidance indicates that project type can trigger additional documentation. A land survey and other materials may be required depending on the applicable review.

Typical sequence

A project-focused review path.

  1. 1

    Prepare and submit the application

Provide the requested property, applicant, and encroachment information with the available supporting documents.

  2. 2

    Initial BOE completeness review

City staff review the application information, location, district assignment, ownership context, and uploaded materials.

  3. 3

    Receive project requirements

The Revocable Permit Requirements letter identifies conditions and missing items that must be addressed for the project.

  4. 4

    Coordinate related reviews

Depending on scope, the project may involve planning, insurance, waiver, technical, neighborhood, or other department considerations.

  5. 5

    Address construction-permit needs

BOE states that an R-Permit is granted in conjunction with a construction or installation permit such as an A-, B-, or Excavation Permit where applicable.

  6. 6

Satisfy conditions and obtain City action

Permit issuance or denial is determined by the applicable City authority after review of the project and required conditions.

Starting documents

Common materials identified by BOE.

  • Completed application information
  • Copy of the grant deed or other requested ownership documentation
  • Lease agreement when applicable to the project type
  • Dimensioned sketch showing the encroachment and site context
  • Photographs showing the relevant curb-to-building-line conditions
  • Applicable fees as determined through City review

This is not a universal or complete checklist. Surveys, plans, insurance, waivers, department approvals, and other materials may be required.

Related permits

An R-Permit may be only one part of the path.

Approval to maintain an encroachment does not necessarily authorize its construction or installation.

The official manual explains that Revocable Permits are granted in conjunction with construction or installation permits such as A, B, or Excavation permits. The correct related permit depends on the work and applicable City classification.
